CENTRAL EUROPE: STUDY FINDS THAT TRANSNATIONAL PROJECTS PROVIDE A DECISIVE MOMENTUM FOR GREENING TRANSPORT

An external study published in May 2013 shows that transnational transport projects financed by the CENTRAL EUROPE Programme under the European Regional Development Fund (ERDF) are well aligned to policy objectives of the European Union, with some projects even anticipating more recent trends. CENTRAL EUROPE projects provide a decisive momentum in the right direction towards greening transport, says the study.

Transnational projects are often a starting point for tackling regional challenges beyond borders. Strategies, concepts, and small-scale pilot investments prepared in transnational partnerships often function as a catalyst for improving wider policies and generating larger investment in the regions. “Especially in the transport sector, our project’s preparatory measures such as feasibility studies or institution-building processes are important for future large scale infrastructure investments,” says Luca Ferrarese, Head of the CENTRAL EUROPE Programme Secretariat.

The recently published study on CENTRAL EUROPE transport projects, carried out for the programme by the Austrian think tank komobile, supports this view of transnational cooperation. It found that CENTRAL EUROPE projects support the European integration process by establishing transnational cooperation networks among public and private transport actors, with their cooperation often resulting in common standards and harmonised regulations and preparing larger investment.

Thematically, CENTRAL EUROPE transport projects demonstrate how modal switch in transport is practically possible on the ground: for example through pilot actions leading to better cycling conditions in urban areas or through implementing zero emission vehicles. Modal shifts in long-distance freight transport from road to rail and waterborne transport are also investigated by CENTRAL EUROPE projects in line with objectives at EU level. Projects are for example developing cooperation structures for better access to European sea ports or establishing strategic cooperation between and within trans-European transport corridors (TEN-T).
